Sheffield Wednesday Faces a 'Significant Problem', Says Independent Regulator

'We will play a key role in football's future' - independent football regulator David Kogan

Sheffield Wednesday's current difficulties constitute a "major concern" and the new football authority is seeking powers to examine team situations in comparable cases, the newly appointed chairman the regulator has stated.

During an extensive discussion, the chairman, who was appointed on Monday, showed understanding towards Wednesday's fanbase.

The regulator engaged with four supporter groups connected to the Championship side this week.

The football club have been experiencing difficulties in multiple areas in the current year, with the club delaying salary disbursements on five separate occasions, including in the autumn.

"Obviously the club has become a significant problem for EFL and a substantial concern for English football," Kogan told.

"The club represents one of the great brands for the English game and this week we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will enable us to take the club and similar situations brought to our attention if they require examination and acted upon."

Financial Struggles and Ownership Situation

Wednesday's embattled owner Dejphon Chansiri stated during the off-season he would be willing to sell up at Hillsborough, but he has failed to complete a sale with interested parties.

Missed wage deadlines on time in March and May led to sanctions by the league officials in summer, stopping Wednesday from completing any transfers or loans for the following recruitment periods, although that restriction was lifted in late summer.

Authority's Position

The chairman stated: "The position was created for the Owls followers, teams facing challenges where supporters are loyal to a local institution that has existed throughout their lifetimes in numerous instances.

"I fully appreciate the club's situation, as I do for every team that since 1992 have gone to the wall, or approached financial ruin, for reasons that have nothing to do with the fans themselves."

Questioned about whether the oversight body could require an proprietor to divest a club if they are considered unfit, the regulator answered: "If your question is 'would we intervene in the final instance?', the answer is once we assemble the facts and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to work with them.

"The final option we would consider is start getting involved with an particular organization, an particular chairman, without having the opportunity to collaborate with that owner to try and resolve the issues that the club's facing and the proprietor's dealing with," the regulator explained.

"In actuality, when you review the record of football, over the recent generations there have been some owners, not many, but particular people who have shown negligence in the way which they've been managing their clubs and ultimately refuse to accept accountability for the coming years."

'Mistakes could erase significant advances'

The chairman convened with delegates from multiple organizations to lay out the remit of the regulator on Wednesday and stated it constituted a "proactive meeting" with a "substantial involvement" from the National League to the Premier League.

"It's a job that's actually really important, because should mistakes occur, if the football community fails, the extraordinary progress that's been made could disappear rapidly," the regulator warned.

"Such an outcome is universally undesirable in the realm of domestic football is a major achievement - we must maintain momentum.

"There's an enormous amount of money flowing into the game and has been invested for the past two decades, because there's no guarantee it will persist in entering the game, which is among the factors explaining I think we have to maintain a focused outlook on risk and of course, of the next two or three years."

Top Flight Apprehensions

Top flight officials resisted the creation of a regulator because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the regulator stated: "I fully support the achievement and development as an commercial operation of the top division.

"I of all people understand the worry about compromising the division as a high-quality offering of the nation. But concurrently, if you talk to the Premier League after the recent gathering, they would have had a substantial amount of confidence -and, indeed, they have been telling us in private they have a high level of reassurance."

Political Connections

Kogan is still facing a "comprehensive investigation" by the official appointments authority after he disclosed making donations to the political party in recent years.

The official provided financial support for government minister the politician's campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that party membership ceased the day the select committee approved my appointment," the regulator explained.

"I am no longer involved in any form of political activity."
